  • published Keep Critical Race Theory OUT in News 2021-08-27 16:51:26 -0400

  • Raleigh, NC -- NCGOP Chairman Michael Whatley held an exclusive interview with Superintendent of Public Instruction Catherine Truitt. They discussed topics such as Critical Race Theory, masks in schools, and the purpose of public education in the United States.

Click here to see the entire video interview

    Here are some key quotes:

Chairman Whatley: Is [Critical Race Theory] being taught in our schools right now?

Superintendent Truitt: There are tenets of Critical Race Theory for sure being taught in our schools as well as popping up in teacher trainings that districts are offering... The idea of wokeism is predominant in our schools through individual teachers.

    --

Chairman Whatley: It is my assumption, of course, that you are adamantly opposed to the teaching of Critical Race Theory in our schools.

Superintendent Truitt: Yes, absolutely. The idea that we have not made any progress towards a more perfect union since our country’s founding and furthermore that our country is somehow inherently racist is not true and actually does damage to the way that we want to educate kids to have a  better understanding of civics and what our government has done to make that more perfect union over the last 250 years.

    ---

Superintendent Truitt: What we really should be focusing on in schools is not making kids social justice activists; what we should be doing is being focused on helping kids be proficient readers and learn math so they can graduate from high school and choose the post-secondary plans of their choice and be successful.

    ---

Superintendent Truitt: 67% of Democrats when polled support school choice. What I see... is that it’s the far-left of the Democratic party and the teachers’ unions who are really pushing back against school choice. I think that the Democratic Party is doing a disservice to its constituents by continuing to ignore what parents and what voters want-- which is school choice.

    ---

Superintendent Truitt: I want students in school this fall unmasked.

  • NCGOP Chairman Whatley Sends Letter to Board of Elections Opposing Proposed Rule Change

    May 6, 2021
    For Immediate Release

Raleigh, NC Today, NCGOP Chairman Michael Whatley sent a letter on behalf of Republican County Chairs to the North Carolina Board of Elections opposing their proposed rule that would limit the number of poll observers. This public letter comes just before the State Board's public hearing about their proposed rule changes this afternoon at 1:00 p.m. To register to watch the hearing online, click here.

The current statute allows two precinct-specific observers to serve at one time in shifts of at least four hours before being relieved by two different precinct-specific observers. The proposed rule would limit the number of volunteer precinct-specific observers to two for the entire day, which prompted Republicans in the General Assembly to immediately respond with legislation that allows for greater flexibility in the rotation of poll observers throughout the day.

“The State Board of Elections’ proposed rule would place a substantial burden on the participation of volunteer observers in the election process, which, as we have seen around the country, is key to public confidence in the results of an election,” said NCGOP Chairman Michael Whatley. “Election rules should make the voting process open and transparent, but this proposed rule encourages the exact opposite.”

    Legislative Update 4/26/2021
House Bill 370: No Veteran Left Behind Act
Last week, the North Carolina House unanimously passed the No Veteran Left Behind Act. The act will expand the Veterans Justice Intervention program. North Carolina is home to more than 700,000 veterans, some of whom suffer from unexampled mental health and substance issues. These veterans deserve special, attentive care.
The Independence Fund Inc., a North Carolina-based nonprofit, will facilitate the Veterans Justice Intervention (“VJI”) program. The VJI program will work to avoid the unnecessary criminalization of mental illness and extended incarceration among veterans. VJI specialists will provide direct outreach, assessment, and case management for veterans in local courts and jails.
“Our veterans face unique challenges, especially those who have recently returned from combat. This bill will help improve training and services for veterans who are dealing with mental health and substance abuse emergencies,” said House Majority Leader John Bell (R-Wayne)
This bill has been sent to the Senate for their consideration.

    House Bill 351: Clifford’s Law
Since the onset of COVID-19, residents across North Carolina and their families have suffered due to the lack of prescribed guidelines for visiting their loved ones who are in a long-term care facility during a disaster or emergency. These residents deserve to have a reasonable number and frequency of visitors to ensure their well-being.
This act would require the following:
Each resident shall have the right to designate one pre-approved visitor and one pre-approved alternate visitor. The visitor shall be allowed to visit at least twice per month, during which the facility’s ordinary visitation policy is suspended.
Before admission, each facility shall explain, through written notification, the emergency visitation protocols established.
The impetus for this law is a man named Clifford Jernigan. Clifford is a 63-year-old male with the mentality of a 3-year-old and has been confined to a long-term care facility for over 50 years. During the past year, Clifford’s family’s ability to visit him was significantly curtailed. The result: he lost over 25 pounds and according to a staff member of the facility, “seemed to be mourning himself to death.” Unfortunately, he is only one of the thousands of residents throughout the State of North Carolina who have been prevented from having visitors and have suffered the emotional, and in some cases such as this one, the physical consequences.
This bill has passed the House and has been sent to the Senate for their consideration.

Senate Bill 387: Excellent Public Schools Act of 2021
After a year of learning loss, the General Assembly took action by passing S.B. 387 to ensure our students are given every opportunity to succeed. Governor Cooper signed the “Excellent Public Schools Act” on Friday, April 9.
The act includes a reading plan and literacy intervention tools to ensure quality in literacy instruction. Literacy intervention tools include small group instruction, reduced teacher-student ratios, frequent progress monitoring, and various other extended learning opportunities. The act provides a uniform reporting format to ensure each literacy improvement measure is assessed efficiently.
“I want to thank Gov. Cooper for signing the ‘Excellent Public Schools Act’ into law. We have a shared priority of ensuring our students are proficient in reading by the end of the third grade, and I believe this will move us closer to that goal. All of our students, but especially those who are struggling to read, will benefit from the improved literacy instruction and interventions”, said Senate President Pro Tempore Phil Berger (R-Rockingham).

    (H.B. 535 / S.B. 472) Lending a Hand to Firefighters with Cancer
Legislation addressing the increased cancer risks faced by firefighters due to occupation has been filed in previous sessions, but the fact that we have bills filed on the subject in both the House and Senate bodes well for passage this time around. There are differences in the approach of each bill, but lawmakers in both chambers have said they will work to reach a consensus on a final bill.
H.B. 535 would provide a supplemental insurance policy for firefighters diagnosed with cancer. All firefighters that have served for a minimum of five continuous years shall be eligible for benefits under the Cancer Benefit Plan. These benefits include:
    Medical Cost Reimbursement
    Lump-Sum Benefit
    Disability Benefit
“This bill will provide a much-needed layer of security for our brave firefighters and give them some extra peace of mind should they find themselves in a serious health crisis,” Rep. Destin Hall (R-Caldwell) said.
Sponsors: D. Hall; Bell; Saine; Hardister (Primary)

Smith; Strickland; Szoka; Terry; Turner; von Haefen; Watford; Willingham; Willis; Winslow; Wray; Yarborough; Zenger
S.B. 472 would create a trust fund of $25,000 for firefighters diagnosed with occupational cancers. To be eligible, firefighters must have worked five consecutive years in the fire service and not have had a job for the previous five years linked to a high rate of cancer. The firefighter must also not have a history of using tobacco products. The $25,000 can be used to pay expenses related to their medical treatment for cancer.
The legislation would also provide death benefits to more families by broadening the scope of death “in the line of duty” to include respiratory, urinary and digestive system related cancers. North Carolina currently pays death benefits for occupational-related cancers, which include mesothelioma, testicular cancer, intestinal cancer and esophageal cancer.

This effort appears to have bipartisan and cross-chamber support. A lot can be said for those who risk their lives daily when they put on their uniform, but what is too often forgotten is that the risk they took that day may not materialize until a later date. We applaud our legislators for recognizing the importance of this issue and acting upon it.
Senate Bill 687 Second Amendment Freedoms
This bill has two substantive parts:
    Firearm Restoration Revisions
    Repeal Pistol Purchase Permit
The first part of this bill would allow a person who has been convicted of a nonviolent felony but whose civil rights have been restored, either automatically or for 10 years, under Chapter 13 of the North Carolina General Statutes to petition the district court to have their firearms rights restored. Current law requires a 20 year period before the restoration of firearms rights.
The second part of this bill would simply repeal the pistol purchase permit requirement. Pistol purchase permits were created before modern background checks, such as “NICS” (National Instant Criminal Background Check System). Now, when a person attempts to buy a firearm, the seller, known as a Federal Firearms Licensee, contacts NICS electronically or by phone. The process is quick and efficient. Pistol permit requirements are outdated and serve as an unnecessary inconvenience for law-abiding citizens.

House Bill 334: Align PPP Treatment to Federal Treatment
This bill will reduce the tax burden on small businesses who utilized PPP loans to keep their employees on the payroll by allowing them to deduct expenses paid for by the loans. In essence, this bill would bring NC in line with federal law on the issue and would bring us into the mainstream as to how other states have handled this situation. Currently, there are only six states that do not allow such a deduction.
“By offering this opportunity for job providers to retain so many jobs and avoiding massive layoffs is what has allowed us to at least maintain some of the economic success under the Trump administration,” said Rep. Jason Saine (R-Lincoln).
The bill passed almost unanimously through the House with bipartisan support and has been sent to the Senate for their consideration.
    Sponsors: Pickett; Saine (Primary)

House Bill 579 School Self-Defense Act
This bill would authorize certain members of the faculty or staff of a school to carry a handgun on the school grounds to respond to acts of violence or an imminent threat of violence. The bill sets forth several requirements for volunteer school faculty to be eligible to carry on school grounds and clarifies that local school boards have the authority to prohibit the possession of a handgun on school grounds.
    These requirements include:
Each volunteer must complete sixteen hours of active shooter training in the School Faculty Guardian program administered by the North Carolina Criminal Justice Education and Training Standards Commission.
Provide evidence satisfactory to the school’s chief administrator that the person has demonstrated proficiency with the type of handgun and handgun retention system used.
Provide evidence of a valid concealed handgun permit issued to the person per Article 54B of Chapter 14 of the General Statutes.

    Federal Legislative Update
A little over a week ago, Congressional Democrats unveiled a proposal to expand the seats on the U.S. Supreme Court from nine to thirteen. Congress has not changed the number of seats on the Supreme Court since immediately after the Civil War. The Left is aware that to enact their radical, socialist agenda, they need to dismantle the current makeup of the Supreme Court that values the rule of law and the United States Constitution.
“I never thought I would say that I would agree with Justice Ginsberg, but on this issue, we agree packing the Supreme Court is a bad idea. This dangerous, divisive legislation continues to show that Democrats have no interest in working with Republicans in a bipartisan fashion but would rather force their socialist agenda on the American people,” said NCGOP Chairman Michael Whatley.
“This brazen partisan attempt to politicize the Supreme Court is a threat to our Constitutional order and has been rejected by even the most liberal of Supreme Court Justices. An independent Supreme Court is essential to our Republic, and Americans of all political stripes should oppose this legislation.”

    3. NCGOP Convention: I had sent an email out last week stating we were to expect an email within the next 24 hours with our NCGOP State Convention Appeal Forms to be seated as delegates.  I didn't receive mine either, so I kept reaching out. The point of contact had told me I would have an email within 24 hours, but called me back and let me know he needed a little more time to establish the deadline date and was waiting on the actual form to be sent to him.  He still assured me that we WILL be seated as delegates, as long as you fill out the form when we get them distributed to us.  It should be coming within the next couple of days, so PLEASE be on the lookout for it.  If anyone needs help with their form (for example, if you don't have a printer or ability to scan it back), please reach out to us and we will be happy to accommodate you in getting that done.  If you attended the county convention and indicated that you would like to be a delegate and have not yet signed up for state convention in Greenville, make sure you do so as soon as you can.  I know some people are driving up just for the day on Saturday. If anyone is planning on getting a hotel room, they are quickly filling up - so make sure you make your reservations as soon as you can.  Hotel accommodations are also listed on the website for signing up.  Here is the link to the NCGOP Convention: https://convention.nc.gop.

    No Veteran Left Behind Act

    • Read the full Bill here: https://www.ncleg.gov/BillLookUp/2021/HB%20370
    • House Bill 370 - No Veteran Left Behind Act, was cleared by the House Homeland Security, Military, and Veterans Affairs Committees on Tuesday.
      • The Bill is now heading to the Appropriations Committee.
    • The Bill was designed to improve how local law enforcement and first responders assist and respond to Veterans in crisis.
    • This measure creates a pilot program for several Military and Veteran-heavy counties to enhance training for local law enforcement and first responders in veteran-specific crisis intervention.
      • This includes Brunswick, Craven, Cumberland, Onslow, Union, and Wayne counties.
    • The training will be administered through The Independence Fund Inc., a North Carolina-based nonprofit organization dedicated to improving the lives of Veterans and their families.
    • Majority Leader Bell is joined by Speaker of the House Tim Moore, R-Cleveland; Rep. George Cleveland, R-Onslow; and Rep. Charlie Miller, R-Brunswick, as primary sponsors of the bill.

The Crisis at the Border Continues
    • It’s been 23 days of chaos since Joe Biden named Kamala Harris his “manager” for the border crisis they created.
      • Joe Biden has not visited the border.
      • Harris still hasn’t visited the border and has no plans to.
    • This surge is unprecedented and Biden and Harris are doing nothing to solve this growing problem.
    • Instead of working to stop this crisis, the Biden-Harris Administration has doubled down to appease their far-left base.
      • Biden ordered an unnecessary halt to border wall construction, literally throwing the border wide open.
      • Biden’s budget request seeks to eliminate all funding for the border wall, and would even cancel the use of unspent funds.
    • Congressional Republicans are leading on this issue and taking the crisis seriously.
      • Nearly 70 Republican Members of Congress have visited the border in the past month - including almost 50 just in the past week.
      • Republican policy solutions, including those previously implemented during the Trump Administration, would go a long way in containing the border crisis.
    • Make no mistake, Biden and Harris are to blame for the humanitarian crisis at the border.
    • Each day Biden and Harris fail to act, this crisis only gets worse and drug smugglers and human traffickers continue to come into our country.
Biden Endorsed Moving the All-Star Game
    • Major League Baseball moved the All-Star Game out of Atlanta, following Joe Biden saying he would “strongly support” the move.
      • On March 31, MLB Commissioner Rob Manfred said he had only had a “preliminary” conversation with the Players Association about the idea of moving this year’s All-Star Game out of Atlanta.
      • That night, Joe Biden said in an ESPN interview he would “strongly support” moving this year’s All-Star Game out of Georgia over its new voting law.
      • Less than 48 hours later, MLB reacted and caved to political pressure, announcing it would move the All-Star Game.
    • Georgia workers and businesses will pay the price of the game’s move, and the Biden Administration has admitted the move was meant to hurt small businesses.
      • Historically, the All-Star Game has generated tens of millions of dollars in economic activity for host cities.
      • Georgia will lose an estimated $100 million in revenue because of the move.
      • Over 8,000 hotel rooms that were contracted for this game will no longer be needed.
      • Moving the MLB game out of Georgia will hurt minority businesses, with nearly 30 percent of businesses in Atlanta being Black-owned.
        • MLB is reported moving the All-Star Game from a city that is (according to the US census) 51% black to Denver, a city that is 10% black.

If you signed up to be a delegate for the 3rd District Convention, PLEASE PLAN ON ATTENDING! You can sign up by clicking here. We did not vote on delegates at our convention, so a motion will be made to have us all seated as delegates on the floor. We have never had this problem happen in the past, but every effort has been made to correct the issue.  Many people said they didn't receive a form and it was important that everyone who wanted to go was offered the opportunity, up to the 166 allotted slots.

Republicans in the General Assembly Continue to Fight for North Carolina Students

    • Republicans in the General Assembly continue to fight for North Carolina students and families. After leading the school re-opening effort, their recent bills to offer summer courses just became law!
    • Republicans in the General Assembly are fighting tirelessly for kids and families by sponsoring the "Excellent Public Schools Act" and "The Summer Learning Choice for N.C. Families."
    • Parents' choice in their kids' education is a Republican value. Republicans in the General Assembly just extended families the option to send their children to school over the summer to make up for the lost time.
    • The Excellent Public Schools Act of 2021
      • This legislation focuses on K-12 literacy, teaching spelling, fluency, vocabulary, oral language, and comprehension in a way that can meet each student's specific needs.
      • Cooper originally vetoed this bill in 2019, but his recent signature indicates that there is a need for its enactment post-COVID-19.
      • "After extensive learning loss for hundreds of thousands of children during the last year of school closures, it is critical we put our politics aside so we can finally enact improvements to early childhood literacy," said Senator Phil Berger.
    • The Summer Learning Choice for North Carolina families
      • This will allow families the option to send their kids to school over the summer to foster academic growth after a year of learning loss.
      • Students in Kindergarten through eighth grade will be assessed at the beginning and end of the program so "a single competency-based assessment per grade and subject" can be established for those students.
      • "This legislation is crucial for us to combat the learning deficit that has occurred due to the pandemic," said Representative John Torbett.
